I think City will be much more impacted by this than Chelski. Loaning players out to other clubs City Football Group owns would likely need to stop

No ne loans out players that are part of their 25

It just means the club can only loan out 8 players in total

If you talk to the young players and their parents unofficially they will say they are happy with a loan or two but that being out on loan does not give you time to develop and be settled and that the borrowing clubs will always put their players interests ahead of any loanees (which is as you would expect).

It is of course impossible to say how many players who have been hoovered up into the Chelsea type model would have made it bigger if they had been given more time to develope with regular competitive football at a lower league club rather than having loan after loan and being taken away from clubs that fitted their style of play and sent off to another one with a different way of playing but I have not heard anyone seriously argue that it is the best way of player development - it makes money both for the clubs and also (to a lesser extent) for the players and that is the reason it happens.

Chelsea should be punished on the basis of loaning us Bamford under the pretence he was a footballer.

It soon became pretty obvious after seeing him play that he was not a Premier League striker.

The last straw was the 3 open goals that he contrived to miss in our thrashing of Charlton in the League Cup at Selhurst Park.
