The crown of helmet rule for runners will be impossible to referee though and makes little sense and so is NOT the solution. When you are running with the ball you want to get as low as possible, dipping your shoulders etc. In a crowd, sometimes you cant try and go round someone and have to go over them so you duck down and power into contact. Where does a lowering of the head become presenting the crown in a small space and at great speed? Like it or not, your head is in the way when you lower your body like that and there's not a lot players can do about it.
Coming at it from a positive point of view, I can see a strong argument for the Tuck rule - we watch a passing league and we want to encourage the ball to be thrown. If someone is in the process of throwing and has therefore made himself more vulnerable to having the ball knocked away, why shouldnt he be protected against a turnover until he has the chance to regain strong control of the ball?
