Looking at the dates there the Oilers were the last loss, however Houston got a team back, whereas Cleveland got their team back.

The Jacksonville Jaguars look shaky at the mo. They can't fill up their stadium and the college team gets better crowds. There's speak of the Chargers moving to LA.
