I think if there is not sufficient evidence and a clear view to overrule the ruling on the field then the TD stands, so a millimeter here of there doesn't count.

Yeah but there is a clear frame with the foot not on the line. Take the ball position on that frame and then do the fancy pants camera thing the premier league does.
